Our Mission

To encourage and enable children and adults of all ages and abilities to experience the many benefits and pleasures of cycling…

…we do this by removing barriers to cycling that many people face due to disabilities and other factors such as age, economic or simply confidence!

As a charity, we receive no core funding, and rely on self-generated income & private donations, plus grants and funding from relevant funding bodies.

We have one of the largest fleets of non-standard cycles for hire  in the UK and continuously aim to grow, improve and upgrade our fleet, equipment and services so we can help more people. We also take our cycles out to communities, schools and hospitals, and work in partnership with many organisations to broaden the delivery of our services and make a positive difference to more people’s lives.

"Whilst making cycling inclusive is our core aim, social connection and community are also at the heart of our ethos". Sam Farnfield, Director

Our story - 30 years and counting!

In 1996, Sybil Williams (now MBE) set up a small project for disabled cyclists from a single shipping container at Ely Hospital in Cardiff. Seeing the positive impact the project was having, Sybil's ambitions grew and in 2002, Pedal Power was established as a charity for all ages and abilities.

Sybil's early vision remains unchanged - to include everyone in cycling, irrespective of age or ability - and is why today, we have the experience, expertise, non-standard cycle fleet and equipment to meet everyone's cycling needs.

Although retired, Sybil remains part of the charity and sits on the Board of Trustees. Our current director is Sam Farnfield.

Thanks to support from Cardiff Council and the Big Lottery, the Pedal Power Cycling Centre in Pontcanna Caravan Park opened in 2007 and remains our principle location. We have a secondary, seasonal site that caters for tourists at Cardiff Bay.

Board of Trustees

Our Board of Trustees plays a vital role in the governance and stewardship of the charity and so it's vital that as a team they're focused, engaged and representative of the communities that Pedal Power serves.

The strength and relevance of the team is dependent on the diversity of its members and the skills, experience and knowledge each brings. We welcome requests to join the team, if you'd like to find out more, please email:

Steve Cox - Chair

I retired in April 2023, having spent over 40 years working in the Social Care sector, most recently as the Chief Executive of a large charity providing support for people with a learning disability to live in their own home. I have a love of cycling which goes back to my childhood and have been with Pedal Power since it started. Being a Trustee allows me to share my experience and knowledge related to running and managing a large organisation, including Finance, HR, Strategy, and evidencing outcomes for people. I have also worked closely with senior staff in Welsh Government and Local Authorities in Service and Policy development. Pedal Power is a great charity that supports people, regardless of their disability, to enjoy the physical and psychological benefits that come from cycling and activity in their community.

Pat Ruddock - Deputy Chair

Since 2012, I've been a director of a successful local SME (Small Medium Enterprise) in Cardiff, employing around 10 people. I bring that experience to the board, along with a lifelong addiction to and love of cycling! As a structural engineering consultant, I have daily experience of complex problem solving as well as dealing with the operational challenges of a small business. I've also had many years of involvement in a large local church, including serving on the property management committee - this has given me hands-on experience of the challenges of operating a volunteer-led charitable organisation. I first got involved with Pedal Power in 2018, when I did a sponsored ride for them. As a recently diagnosed Type 1 diabetic, I wanted to push myself, and to raise money for a cause I cared about. Pedal Power so impressed me, I rode the Velothon for them, and ended up as a trustee! I love to cycle. It used to be solo cycle-touring, now it’s more often commuting, doing the supermarket shop or enjoying the local hills. I’ve recently joined the Pedal Power piloted tandem group for people with sight impairments, which is a brilliant way to share my love of pedaling with people who otherwise couldn’t. Being a part of Pedal Power gives me opportunities I’d never get anywhere else (riding a masked side by side in the Bute Town Carnival) and I love the positivity and inclusivity that oozes out of every encounter – even when it’s bucketing down with rain!

A lifelong cyclist, I took up riding a recumbent trike after some health problems left me with chronic pain in 2014. Around this time I also had to take ill health retirement from my post at Cardiff University where my work focused on low carbon innovation and urban sustainability. I initially became involved with PedalPower through volunteering in the bike shed, before eventually joining the Board of Trustees. I’m absolutely committed to Pedal Power’s inclusive ethos. It’s a privilege to be able to draw on my previous professional experience in helping to oversee the management and future direction of Pedal Power, as well as insights from the day to day challenges faced by disabled cyclists.

Over the past 15 years I've had the pleasure of engaging with Pedal Power as a customer, project partner, employee and trustee. I have worked within the race-equality, community development and community arts sectors for 20+ years. As an equalities and social justice practitioner, I facilitate talks and deliver equality-based awareness sessions to a range of stakeholders, initiatives, groups, organisations and partnerships across the voluntary and public sectors. I am an advocate of a less singular [or binary] approach to addressing inequality by recognising intersectionality and its impact on people's individual and communal lives. I am the father of a teenage son and enjoy cycling for fun and fitness.

Having started my professional life as a teacher, I soon moved into Social Work in a variety of settings – community, residential care, hospital and field work. After pursuing some research I moved back into teaching but this time as a university lecturer on a Social Work course. I had particular interest in the application of learning and theory to the practice placement environment, and on the values underpinning professional practice. After leaving the academic world I discovered a passion for cycling on a charity ride across Poland for Marie Curie – a journey I came across whilst volunteering at the local hospice. This experience was in many ways transformational for me. Shortly after, I came across Pedal Power (then operating out of a container!) and have subsequently volunteered in the café, the bike shed, in schools, and more recently in supported rides of all sorts. My other commitment is volunteering with a UK-wide charity working with refugees and asylum seekers, and until recently, I also helped at a local hosting organisation, supporting asylum seekers in people’s homes where a spare room has been offered for a period of time. Through becoming a Trustee at Pedal Power, I hope to use my experience and passion for cycling to encourage and support others to discover the joy of the 'wind on your face', and the sense of freedom that cycling can bring to everyone.

I have a background in office work, running a small business, and as a physiotherapist. As a physiotherapist, I had a passion to help people to get fit and enjoy the out of doors. I worked in a hospital where individuals were very inactive. Cycling was introduced and everyone who participated enjoyed the thrill that cycling brings. This led to the formation of Pedal Power. As founder of Pedal Power, and its first director, I have gained many skills in setting up and running the charity. I retired 5 years ago but I continue to have a passion to give opportunities to those who are unable to cycle independently. I now feel it is time to use my knowledge of cycling and the skills I developed over the years and become a trustee of Pedal Power so that I can contribute to the continued successful operation and development of the charity.

Prior to being diagnosed with the chronic rare neurological condition superficial siderosis, I worked for a local car insurance firm, whilst music was my passion and hobby. It was through learning to walk again at neuro-physiotherapy that I came across Pedal Power. Although I have my own health issues, I was and still am in awe at the vast fleet of adapted cycles that Pedal Power has to offer. I’m heavily involved in advocacy for neurological conditions and wish to introduce the benefits of Pedal Power to others who are struggling with health issues, as I know first hand how it can help both physically and mentally!

"The Tandem group is more fun than I can describe. The people are just lovely! I have to ride a tandem or side-by-side as I'm blind and need a sighted front-rider. I look forward to my cycle ride for the whole fortnight. I have cycled to places I have never been to before. I had never cycled on roads before but have total confidence in the Pedal Power pilots."
